Allow to have assignees as queues and not only users

we would like to be able to have assignees as queues and not only users and this is because in certain scenarios business wants to be able to first assign a lead to a queue and we could do that with assignment rules but as the criteria for them changes a lot it would be more flexible to be able to do it using SRR as they can manage it themselves and not depend on admins in sf.
